Paying for hard power

We know the hard power budget exceeds the soft power budget, but what are the components of the US Defense Budget for 2008? The Center for Defense Information has the high level details:

How will the $481.4 billion dollars"Peacetime" discretionary funds, a nearly $50 billion increase over 2007, be allocated?

Of course DoD will always get a massive piece of the pie, but maybe if our Secretary of State was more forceful in her use of diplomacy, understanding of diplomacy, and getting the appropriate funding for the proper execution of either Track I or Track II diplomacy we might be questioning where all State's money is being spent. Luckily, SecState has decided not to pursue this path and so we just question her abilities and not what she spends (which makes our academic lives easier).

Valuable information indeed - once again, the federal government proves our point. Keeping in mind, however, that this is just a [I] proposed [/I] budget, wouldn't it be interesting if we somehow linked the success of this blog to the success in educating federal appropriators on the importance - heck, even the existence - of smart power??? How could such education take place?
